On August 15, 1932, Devgharkar declared himself as the 36th dictator of the Satara district Congress Committee at Thakari in the Wala Taluka. However, his actions attracted attention, and he was subsequently arrested. On August 17, he faced prosecution and received a five-month sentence of rigorous imprisonment under section 17(1) of the Criminal Law Amendment Act. Despite these consequences, he remained dedicated to the cause of Indian independence and continued fighting for the rights of his fellow countrymen.
