Beti Bachao Beti Padhao Yojna is a visionary step taken by Prime Minister Narendra Modi that is focused on celebrating the girl child and enabling her proper education and healthcare. The objectives of this Scheme are threefold: preventing gender-biased sex selective elimination, ensuring survival and protection of the girl child, and ensuring a girl child’s right to education. This joint initiative by the Ministry of Women & Child Development, Ministry of Health & Family Welfare and Ministry of Human Resource Development is an attempt to combat the problem of decline in the country's Child Sex Ratio (CSR) (measured as number of females per 1000 males between 0-6 years of age).

Lets take a look at few schemes implemented by the States and districts under the Beti Bachao Beti Padhao Yojana:

  1. Haryana: This Scheme has been implemented in majority of districts of Haryana and through the collective efforts of the people and administrative bodies, the Sex Ratio in Haryana has crossed the 900 mark (meaning more than 900 females per 1000 males) for the first time. This is a significant triumph at the State level.

Rigorous efforts are being made to curb female infanticide in the State—from prohibiting the determination of the sex of the child before birth to curbing illegal medical termination of pregnancies to sex selection drugs.

For its efforts, the State of Haryana has been felicitated with awards such as Nari Shakti Puraskar (2015) and National Award on Balika Diwas (2017) (district of Yamunanagar). Apart from organizing rallies and campaigns to generate awareness on the issue, people have made changes to their traditional systems as well by celebrating the birth of a girl child on occasions of Kuan Pujan and Lohri.

  1. Odisha: Nayagarh, a small district in the State is creating new milestones in the Beti Bachao Beti Padhao Yojana. The Schemes adopted by the authorities are – Kanya Sambardhana Utsav, Campaign against Child Marriage, Campaign against Trafficking of Girls and Women, and so on. The district has also enforced strict no-tolerance policy regarding pre-conception and pre-natal diagnostic techniques, as a result of which the Sex Ratio at Birth (SRB) has significantly improved from 845 (2014-15) to 883 (2016).
  2. Uttarakhand: Nanda Devi Kanya Yojana also known as ‘Hamari Kanya Hamara Abhimaan’ is a State-run Scheme under Beti Bachao Beti Padhao Yojana that focuses on allocating funds for the girl child in order to provide financial security for her educational aspirations. Dishayen – Career Counselling of Adolescent Girls is another initiative to provide proper guidance and information regarding career opportunities to adolescent girls from remote areas.
  3. Himachal Pradesh: The District Administration of Mandi has launched ‘Meri Ladli’ initiative to tackle the problem of gap in the district's Sex Ratio. The initiative aims to foster a feeling of ‘Celebrating the Girl Child’. The objective is to begin the program as a community movement and transform it to a larger scale social movement.

Various States and districts have adopted a number of Schemes under the Beti Bachao Beti Padhao initiative. Ministry of Women and Child Development has compiled these innovative Schemes under ‘Chronicles of Change Champions’ that will operate as a tool for understanding the depth of the Scheme and help adopt new policies to bring about change.
