Suresh Chandra Deb, son of Taranath, was a resident of Saleswar, Police Station Banibazar, and Karimganj town, district Sylhet. He was the organizer of the Forward Bloc for Assam. He was the main promoter of the Karimganj sub-divisional Krishak Conference held at Tagharia (Baraigram), police station Patherkandi, on May 28–29, 1939. In this meeting, a resolution, among others, condemning the report of the magistrate in connection with the Digboi labor strike was passed. He attended the All India Congress Committee meeting at Calcutta on July 26 and 30, 1939, and at the request of Subhash Chandra Bose, he agreed to join the Forward Bloc and to take up the organization work of the Surma and Assam Valleys. He was made Secretary of the Labour Party formed at Silchar by the communist members of both valleys of Assam. He also enrolled himself as a member of the All India Kisan Working Committee in 1940. In a private meeting of the members of the Forward Bloc workers convened by Suresh Chandra Deb at Sylhet on September 23, 1940, it was decided to start the work of the Bloc with fresh zeal and vigor all over the district. Restriction orders were passed on Suresh Chandra Deb by British Government notification no. 10869H on October 29, 1940.
