He was born on 7 November 1913, he remained associated with Naujwan Bharat Sabha during 1929-30 and the Congress Socialist party. Post-independence he became the Chief Minister of Punjab for two years during 1964-66 and remained a Member Parliament from 1967 to 1971. He died in 1971.
