He was born on 17 June 1919 in pre-partition Punjab and was the younger brother of Ranbir. He was Secretary of the Bal Students Union. He suffered jail many times. He edited Milap published in Hindi and Urdu from Jalandhar. He passed away on 2 June 1992.
