He was born in 1908 in Lahore. He came into contact with Bhagat Singh through Hans Raj Vohra and joined the Students Union and remained its Acting President for some time. Later he joined Hindustan Republican Association/ Army/ Hindustan Socialist Republican Association/ Army. He, along with Virender and Ranvir, was sentenced to death for hatching conspiracy to kill Punjab Governor in 1930. They were acquitted later by the High Court. Khanna rose to the position of Chairman Punjab Legislative council. He wrote a book, India: From Curzon to Nehru and After. He died in 1992 at the age of 76.
