Nannapaneni Venkatarao was born on 10 December 1914, in Tenali, Guntur district, into an agricultural family. His early education took place in Kollur, where his affinity for the freedom struggle grew, inspired by Mahatma Gandhi. In 1940, he participated in a personal satyagraha, leading protests that closed brewery and garment shops, resulting in his arrest and a three-week stint in the tough conditions of Rajahmundry Central Prison.

During the Quit India Movement of 1942, Venkatarao faced police brutality and was imprisoned again in Rajahmundry. He became a prominent advocate for socialist principles across Andhra Pradesh.

After India gained independence, Venkatarao continued his public service, notably serving as President of the Andhra Pradesh Socialist Party. He was elected Chairperson of the Tenali Municipal Council three consecutive times, contributing significantly to the city's development.
