Tika Ram Paliwal was born in  Mandawar tehsil of Dausa district Rajasthan. He was born on 24 April 1909. Right from his early childhood he was much interested in social work and was concerned about the independence of the country.

Later he became an independence activist and motivated the people of the region to take part in the freedom struggle.  He has associated with people like Jai Narayan Vyas who himself was a prominent member of the Praja Mandal. Jay Narayan was the third Chief Minister of the state and Tika Ram Paliwal was a member of his government. In this political role, he continued serving the people in different ways. He also served as the Chief Minister of the Rajasthan legislative assembly.

He earlier worked as a lawyer in Meerut court and did a lot of good work in the legal reforms field and he always remained accessible to common people. He worked in the field of land reforms. After independence land reform was one of the important factors and it was necessary if social justice was to be attained in Rajasthan, he did this work with full enthusiasm. He also did a lot of administrative reforms which helped shape the present Rajasthan.

He also remained active in the national freedom struggle and in 1930 during the civil disobedience movement he got jailed for trying to make salt. During these types of events only he came into contact with the Indian national congress and later became a prominent leader in the politics of Rajasthan state. During his reformative works like land reform and prevention of bonded labour practice, he has to face some hardship from rich and influential people of society, and sometimes his life was in danger but he still remained active in the field of social and national service and this makes him an unforgettable personality in the history of India and in Rajasthan.

The state government has named some schools and hospitals in his name.
